Check out the Cherry Springs State Park in Potter County (aka: God’s Country). It’s in the north/central area of the state. It is a rustic campground, there is no running water or electricity on their camp sites. There is excellent trout fishing right in the park, you could camp along the stream and there are over 1,000,000 acres of undeveloped land in the county. If they aren’t biting in the park itself, you can take a reasonable ride to many other streams.

I spent a week there last year. The first day I caught, cleaned and (stupidly) stored my daily limit of fish in a hollow tree stump with some ice on the edge of our campsite. The following morning the fish were gone but there were plenty of fresh bear tracks around the stump.

This link is to all trout fishing resources in Potter County.
